They represent how many posts you have made. The more you post the more mini's you get. The reason some don't have any is because they are in certain groups for example the marshals. (I think this is correct anyway!!!!)

yep - scoop got it about right - the number of minis relate to the post group you are in. you reach different 'levels' based on the number of posts you have made. never noticed that the marshalls group didn't have any mini's.......
